PLAYING RULES – Peterborough Liftlock U11 Hockey Tournament
All teams must register at the arena of their first game with an official roster and travel permit

- All O.M.H.A. rules governing hockey shall apply.
- A major fighting or gross misconduct penalty may result in player suspension from the tournament.
- Any team official (coach, trainer, or manager) ejected from a game could be suspended for the remainder of the tournament.
- The referees are the sole judges of all goals.
- All games will be two 10-minute and one 15-stop time periods. However, when any team is ahead by five or more goals in the third period, the game will proceed under straight time unless the gap is reduced to three goals, at which point the clock will revert back to stop time. The only time the clock would be stopped during straight time is if an on-ice injury should occur. All penalties are running time remain the same length as stop time (minor=2 min & major=5 min).
- Each team is permitted ONE 30-second timeout per game.
- There will be No overtime played until after the completion of the round-robin format.
- All overtime will be a 5-minute sudden victory period of "3 on 3" hockey followed by a shootout.
- Shootout is a best of 3, shooters must be selected prior to the game with alternating shots and the "home" team going first. If after 3 shooters the game is still tied, the shootout continues with alternating shots until one team leads after a round. Shooters may not repeat until all skaters have been used (Goalies cannot be used). Any player ejected from the game or serving a penalty when the game ends may not participate in the shootout.
- Each team must have a certified trainer. If for some legitimate reason, a team is without a trainer, for a game, they may use the other team's trainer with that team's permission. They must also inform the referees for that game and noted on GameSheet.
- A player will be allowed to play for one team only during the tournament.
- Before the start of each game, two minutes will be put on the time clock and the clock will start running when the Zamboni has left the ice. When the clock reaches zero, the game will begin.
- Scheduled game times are approximate. Extra time is built into the schedule so you must be ready to play fifteen (15) minutes prior to the scheduled game time.
- No video equipment within close proximity of the players or penalty bench.
- Teams are to bring Home & Away jerseys if available. Tournament officials will advise which jerseys to wear.
- Prior to the beginning of the tournament Home and Visitors for all games are predetermined not based on tournament statistical information.
- If a player requires additional support to meet their individual needs over and above proactive efforts to remove barriers to inclusive participation, the player has the right to seek accommodations from the Minor Hockey Association. The Minor Hockey Association or Tournament Committee, once receiving the accommodation request in writing, either directly from the player or from the player’s parent(s)/guardian(s), is required to meet and work collaboratively with a player to find an appropriate and equivalent option. This may include utilizing a pre-existing Dressing Room or an appropriate and equivalent changing area if required if the facility has a limited number of Dressing Rooms. - All other matters or disputes will be dealt with by the Tournament Committee and their decision will be final.
STANDINGS DETERMINATION AND TIE-BREAKING FORMULAS
Peterborough Liftlock U11 Hockey Tournament
- Once accepted into the tournament, teams are placed into Divisions based on the team’s skill level and their association’s classification. Next, Division Chairs slot teams into groups within the Division. These groups may contain three, four or five teams based on registration.
- Each group plays a round-robin series to determine group standings.
- The top two teams in each group will advance to the next rounds.
- Two (2) points are awarded for each win and one (1) point is awarded for each tie.
- 1st place in the group will advance to the Championship round.
- 2nd place will advance to the Consolation round (exception: due to the number of teams in some divisions, the higher ranked second place team(s) may be rewarded a wildcard position in the Championship round – see #4 below).
- ONLY the first and second-place teams in EACH GROUP are eligible for the playoff round. No third-place team in a group will advance to the playoff round.
- When 2 or more teams are tied see the tie-breaking formula below.
- For groups of 3, the round-robin series will include a crossover game with another group in the same Division.
3. Tie Breaking Formula in Round Robin Standings:
NOTE: When three or more teams are tied in points at the completion of round-robin play, when applying the tie-breaking rules below, ONLY the teams with the best score for a tie-breaking rule will be considered in the next tie-breaking rule, AND, once one team’s standing is determined, all other original teams tied based on points will revert back to Rule No. 3(a) to determine next best team.
a) If two teams (only) are tied in points after the round-robin the team that won the game between the two teams places higher.
b) If two or more teams are tied, the team with the most wins places higher.
c) If two or more teams are tied, the team with the “fewest goals against” places higher. A maximum goal spread of 7 per game is used.
d) If two or more teams are still tied, the team with the fewest penalty minutes places higher. All minor, major, and misconduct infractions will apply.
e) If two or more teams are tied the team with the “greatest goals for” places higher. A maximum goal spread of 7 per game is used.
f) If two teams (only) remain or are still tied, the team that scored the first goal in the game between the two teams, places higher.
g) If two or more teams are still tied the standings will be determined by a 10-Minute Stop Time Tie Breaker game set up by the Tournament Committee. If still tied, then a shootout with the best of 3 shooters. Shooters must be selected prior to the game starting, with alternating shots and the home team shoots first. If after 3 shooters the game is still tied, the shootout continues with alternating shots until one team leads after a round. Shooters may not repeat until all skaters have been used (Goalies cannot be used). Any player ejected from the game or serving a penalty when the game ends may not participate in the shootout.
4. Determining Wild Card Standings: (Only for Divisions with Wild Cards)
Wild Card Standings will be determined by the following:
- Standings and Tie Breaking Formula (Rules 2 and 3) will be used to determine the 2nd place team in each Group.(3rd place teams in a group are not eligible for Wild Card placements).
- Standings and Tie Breaking Formula (Rules 2 and 3) will then be used to determine the best 2nd place team in the Division and the Wild Cards ranking.
